FormalPara

A FormalPara can contain a title like a section, but is used when the content of the FormalPara is not significant enough to warrant a true Section (something that would appear in an index or Table of Contents) An example would be content that does not exist independently for reuse in multiple REQ files.

The FormalPara content will not indent from the parent element and appears as Section content.
