Regulation GG requires only that non-exempt participants in a payment system have policies and procedures designed to stop illegal Internet gambling transactions. The Regulation itself does not determine whether any form of gambling or any transaction is legal or illegal. The policies and procedures requirement is the only mandate of the Regulation.
