Are inspection and handling fees that are collected after closing included in the high-cost Points and Fees test?

Yes, inspection and handling fees are included in the federal points and fees test. The points and fees test includes all items included in the finance charge, with some exceptions. See §1026.32(b)(1)(i) for additional details.
