In order for the concept of the single Help link to function as envisioned, the existing header code would need development to support the functionality.
Current header functionality allows for only one static link to the help documentation. Therefore, the general or introductory topic is disaplyed when a user clicks the Help link. The user would then have to browse the Table of Contents or search for the content desired. The header that is used across products is not developed in such a way as to allow for dynamic linking based upon which screen the user is viewing. This would require planning and development by architectures to be able to pass the id of the screen to the header as the user changes screens.
